นายสัตวแพทย์สรวิศ ธานีโต อธิบดีกรมปศุสัตว์ กล่าวว่า ตามที่ ดร.เฉลิมชัย ศรีอ่อน รัฐมนตรีว่าการกระทรวงเกษตรและสหกรณ์ ได้สั่งการด่วนให้กรมปศุสัตว์คุมเข้มเฝ้าระวังเชื้อไข้หวัดนกชนิด H5N6 หลังสาธารณรัฐประชาชนจีนพบการติดเชื้อในคนเพิ่มสูงขึ้นตั้งแต่ ปี 2557 จนถึงปัจจุบัน โดยมีผู้ติดเชื้อแล้ว 49 คน เสียชีวิต 25 คน กรมปศุสัตว์จึงได้มีคำสั่งเร่งด่วนให้เจ้าหน้าที่จากสำนักงานปศุสัตว์ทุกจังหวัด และสำนักงานปศุสัตว์อำเภอทั่วประเทศเข้มงวดในดำเนินการมาตรการชะลอการนำเข้า นำออก หรือผ่านราชอาณาจักร สำหรับประเทศที่พบรายงานการเกิดไข้หวัดนกชนิดรุนแรง เพื่อป้องกันไม่ให้มีการปนเปื้อนเชื้อมาสู่ประเทศไทย และลงพื้นที่ตรวจเยี่ยมเกษตรกรทุกรายและรายงานสถานการณ์สัตว์ปีกทุกวัน นอกจากนี้ได้สั่งการให้เก็บตัวอย่างตรวจวิเคราะห์เพื่อเฝ้าระวังโรคไข้หวัดนกทั่วประเทศด้วย
โดยล่าสุดได้สั่งการให้เจ้าหน้าที่จากสำนักควบคุม ป้องกันและบำบัดโรคสัตว์ พร้อมทีมงาน เข้าติดตามงานตามโครงการ “เฝ้าระวังโรคไข้หวัดนก ในนกธรรมชาติเชิงรับในพื้นที่ชุมน้ำ” โดยประสานงานร่วมกับทีมงานในพื้นที่ ประกอบด้วย กลุ่มพัฒนาสุขภาพสัตว์ สำนักงานปศุสัตว์จังหวัดนครสวรรค์ เจ้าหน้าที่เขตห้ามล่าสัตว์ป่าบึงบอระเพ็ด และเจ้าหน้าที่สถานีวิจัยสัตว์ป่าบึงบอระเพ็ด ร่วมกันปฏิบัติงานในพื้นที่ เพื่อสำรวจสัตว์ปีกในพื้นที่ชุ่มน้ำบึงบอระเพ็ด และหารือในแนวทางการศึกษาเส้นทางอพยพของนกในกลุ่มนกชายเลน และได้เก็บตัวอย่างยืนยันเพื่อตรวจวิเคราะห์เชื้อไข้หวัดนก (Swab test) ของนกในพื้นที่เขตห้ามล่าสัตว์ป่าบึงบอระเพ็ด จังหวัดนครสวรรค์
อธิบดีกรมปศุสัตว์กล่าวเพิ่มเติมว่า จากการดำเนินการเข้มงวดในการเฝ้าระวังสัตว์ปีกตามแนวชายแดนในทุกจังหวัดและอำเภอทั่วประเทศอย่างต่อเนื่อง ทำให้มั่นใจได้ว่าปัจจุบัน “ประเทศไทยปลอดเชื้อไข้หวัดนกมาตลอดระยะเวลามากกว่า 10 ปี ทั้งในคนและสัตว์” เนื่องจากฟาร์มเลี้ยงสัตว์ปีกทั่วประเทศมีระบบความปลอดภัยทางชีวภาพ มีการทำความสะอาดและฆ่าเชื้อโรคในโรงเรือนและบริเวณโดยรอบ อย่างน้อยสัปดาห์ละ 1 ครั้ง มีสัตวแพทย์ควบคุมฟาร์มเข้มงวดระบบความปลอดภัยและการจัดการภายในฟาร์ม มีการควบคุมการเข้า-ออกฟาร์มโดยให้ฉีดพ่นน้ำยาฆ่าเชื้อยานพาหนะทุกคัน และให้เจ้าหน้าที่ปศุสัตว์ในพื้นที่ลงพื้นที่ตรวจสอบและดำเนินมาตรการควบคุมโรคทันทีในกรณีที่มีการแจ้งและการรายงาน รวมถึงให้ประสานความร่วมมือกับหน่วยงานภายในประเทศ เช่น กระทรวงสาธารณสุข กรมอุทยานแห่งชาติ สัตว์ป่าและพันธุ์พืช ตลอดจนหน่วยงานระหว่างประเทศ องค์การสุขภาพสัตว์โลก (OIE) อย่างต่อเนื่อง
ทั้งนี้ จากสภาพอากาศที่มีการเปลี่ยนแปลงอย่างรวดเร็วทำให้สัตว์ปีกปรับตัวได้ยาก อาจส่งผลต่อสุขภาพสัตว์ปีก ทำให้สัตว์ปีกอ่อนแอลง จึงขอความร่วมมือเกษตรกรผู้เลี้ยงสัตว์ปีกให้สังเกตอาการสัตว์อย่างใกล้ชิด หากพบสัตว์ปีกมีอาการหรือป่วยตายผิดปกติ ให้รีบแจ้งเจ้าหน้าที่ปศุสัตว์ในพื้นที่ หรืออาสาปศุสัตว์ในพื้นที่ทันที เพื่อเร่งดำเนินการสอบสวนและให้ความช่วยเหลืออย่างเร่งด่วน โดยสามารถสอบถามข้อมูลเพิ่มเติมที่สำนักควบคุม ป้องกันและบำบัดโรคสัตว์ กรมปศุสัตว์ หรือสายด่วนกรมปศุสัตว์ โทร 063-225-6888 หรือแจ้งผ่าน Application : DLD 4.0 ได้ตลอดเวลา 24 ชั่วโมง
DLD is confident that Thailand is free from bird flu, order to strictly monitor in all areas throughout the country.
Dr. Sorravis Thaneto, Director-General of the Department of Livestock Development (DLD), said that according to Dr. Chalermchai Sri-on, Minister of Agriculture and Cooperatives, has an urgent ordered to the DLD to strictly monitor the avian influenza serotype H5N6 after the People’s Republic of China found the number of infections in humans has been rising since 2014, with 49 cases and 25 deaths. The DLD has urgent ordered to the Provincial Livestock Officers (PLO) and District Livestock Officers (DLO) to strictly implemented measurements to slow down imports, exports or through the kingdom of Thailand from countries where have reported the high pathogenic avian influenza (HPAI) to prevent the disease distribution into Thailand. DLD also asked PLO and DLO to visit the farmers and report the poultry health situation every day. In addition, PLO and DLO have been ordered to collect the samples for analysis and monitor the avian influenza across the country.
Recently, the DG ordered to the officers from the Bureau of Disease Control and Veterinary Service (BDCVS) with a team to follow up on the project. “Passive surveillance for avian influenza in wild birds in wetland areas” by coordinating with local teams, the officers from animal health development group from Nakhon Sawan Provincial Livestock Office, officers from non-Hunting area at the Bung Boraphet in Nakhon Sawan Province and staff from Bueng Boraphet Wildlife Research Station. They work together to survey and study on the migratory routes of birds in the wetlands of Bung Boraphet. They collected the samples of birds in non-hunting area of Bung Boraphet in Nakhon Sawan province for avian influenza analysis by swab test technique.
The DG of the DLD added that because of the strict implementation of surveillance of poultry health along the border in all provinces and districts throughout the country continuously, ensuring that Thailand has been free from avian influenza in both human and animal for more than 10 years. And poultry farms throughout the country have been implemented the biosecurity systems. The cleaning and disinfection in house and surrounding areas are carried out at least once a week. There are farm veterinarians to supervise and strictly control the biosecurity and farm management. All vehicles that access to and out of the farm is sprayed by disinfectant on all vehicles. In case of disease notification, DLD local officers will visit area to inspect and take action according to disease control measurements. They also cooperate with the domestic agencies such as the Ministry of Public Health, the Department of National Park, Wildlife and Plant Conservation, as well as the international agencies as the World Organization for Animal Health (OIE).
Due to the rapidly changing weather conditions, poultry is difficult to adapt and may affect to make poultry health. Therefore requesting cooperates from farmers to closely observe poultry symptoms. If poultry is found to have symptoms or death abnormally, immediately notify to the livestock officers or livestock volunteer in the area immediately to expedite investigations and provide urgent assistance.
